The 1989 National Museum of the American Indian Act (NMAIA) opened a new era in relations between Native Americans and museums by giving legal weight to the spiritual and ethical concerns of tribes. To commemorate 25 years of repatriation, the National Museum of the American Indian has convened this symposium to discuss the history of the NMAIA, current repatriation practices at the Smithsonian Institution, and the future of repatriation beyond political and geographical boundaries. In this segment, Patricia Zell, Partner, Zell & Cox Law, P.C. and Trustee of National Museum of the American Indian provides a Capitol Hill perspective on the panel topic, "Behind the Scenes of the NMAIA: The Early Years." Patricia Zell is a partner in Zell & Cox Law, P.C., specializing in the laws affecting American Indians, Alaska Natives, and Native Hawaiians. For the past 29 years and currently, Zell also serves as the Editor of the Indian Law Reporter. Zell retired from public service in March 2005, following 25 years of service on the U.S. Senate Committee on Indian Affairs, where she served as Democratic Staff Director and Chief Counsel for the last 19 years of her Senate service. Previously, Zell worked for the U.S. Commission on Civil Rights (1977), the American Indian Policy Review Commission (1975–77), and the American Psychological Association (1969 –75). Zell serves on the Board of Trustees of the National Museum of the American Indian, on the International Advisory Committee of the Native Nations Institute, Morris K. Udall Foundation at the University of Arizona, and the Board of Directors of Alu Like Enterprises, Inc. The symposium, "Going Home: 25 Years of Repatriation Under the NMAI Act," was webcast and recorded at the Rasmuson Theater of the National Museum of the American Indian on November 19, 2014.
